After international observers at the November 1999 presidential elections criticised restrictions on freedom of association and expression, the government pledged to ensure satisfactory conditions during the campaign for the February 2000 parliamentary election. But a joint observer mission of the United Nations and the Organisation for Security and Cooperation in Europe (OSCE) said the two-stage elections on 27 February and 12 March won by the party of President Emomali Rakhmonov had not met minimum democratic standards and had been marred by "one-sided media coverage in favour of the government."
Journalists killed Two journalists were killed in 2000 but it was not possible to say for sure if they were murdered because they were journalists. Saifullo Rakhimov, head of the government radio and television and an ally of President Rakhmonov, was shot dead in front of his home in the capital, Dushanbe, on 12 May for unknown reasons. Aleksander Alpatov, a photographer with the Tajik news agency Khova, and a former journalist with the daily paper Vechernyoe Dushambe, was shot dead in front of his home in Dushanbe. He had not worked as a journalist for more than two years. Police suspected a settling of scores. Journalist missing Umed Mamadpanoev, a journalist with the government radio station in Khorog, capital of the autonomous republic of Badakhstan, on the border with Afghanistan, disappeared in May 2000 after broadcasting a programme about the living conditions of Badakhstani soldiers serving in the Tajik army. |
