Please find attached several 1996 and 1997
news articles that refer to the situation of former members of the
3-16 battalion of Honduras.
According to the attachments, the situation
of some former members of the battalion ranges from indictment and
judicial prosecution (The Washington Post 24 Mar. 1996) to
the holding of a high position in the Honduran representation at
the United Nations (IPS 1 June 1996). The documents indicate that
at least three had "obtained asylum in Canada," while a number of
others were evading justice in Honduras (ibid. 18 July 1996). Some
former members being sought for crimes allegedly have fled the
country and escaped arrest (ibid.), and at least one has been seen
circulating freely in Honduras and has held a televised news
conference accompanied by his family (The Washington Post
24 Mar. 1996).
Only one attachment refers to the family of
a former member of the battalion, Florencio Caballero, "who was
granted asylum by Canada" and "was the principal witness in 1987
and 1988 for the Inter-American Human Rights Court" on the
disappearance of two persons (IPS 12 Dec. 1996). According to the
report, Amnesty International complained to the president of
Honduras that the former battalion member's wife and three
daughters living in Costa Rica were being "harassed by Honduran
security forces" (ibid.). The article adds that "members of the
Attorney General's office and the state Commissioner for Human
Rights travelled to Canada in order to gather additional
information from Caballero and two other members of Battalion 3-16"
(ibid.).
