GAN Integrity schreibt im Juli 2020 in einem Beitrag, der sich an international tätige Unternehmen richtet, dass die Steuerverwaltung im Irak hohe Korruptionsrisiken für Unternehmen berge. Die Verwaltung leide unter anderem unter korrupten Praktiken von Beamt·innen. Die Verwaltungsgesetze würden den Finanzbeamt·innen zu viel Ermessensspielraum lassen, was zu uneinheitlicher Anwendung und Korruption führe (GAN Integrity, Juli 2020).

Die kurdische Nachrichtenwebseite Shafaq News berichtet im Dezember 2021, dass die nationale Integritätskommission die Ergebnisse ihrer Untersuchung der Arbeit des nationalen Finanzamtes veröffentlicht habe. Das Finanzamt leide unter Korruption und Beamtenbestechung. Das Finanzamt sei aufgefordert worden, vermehrt elektronische Dienste zu implementieren, um Korruption zu reduzieren (Shafaq News, 30. Dezember 2021).

Das Rawabet Center for Research and Strategic Studies veröffentlicht im Juli 2021 einen Artikel über die Opfer von Korruption im irakischen Steuersystem. Über die Jahre habe sich Verwaltungskorruption im Steuerbereich ausgebreitet. Geschäftsleute würden es vermeiden ihre Geschäfte zu registrieren und folglich keine Steuern bezahlen, weil sie unter anderem mit Korruption in der Steuerbehörde zu kämpfen hätten. Aufgrund von Korruption würde auch von der Steuer aus grenzüberschreitendem Handel kleine Summen an den Staat gehen. Das Finanzamt habe einen Reformplan angekündigt, um Verwaltungskorruption zu minimieren (Rawabet Center for Research and Strategic Studies, 18. Juli 2021).

Al-Monitor zitiert in einem Artikel vom Dezember 2020 den Generaldirektor des nationalen Finanzamts, Shaker Al-Zubaidi. Laut Al-Zubaidi seien die Steuereinnahmen aufgrund von Bürokratie und Korruption in den vergangenen Jahren zurückgegangen.

Laut einem Lastwagenfahrer, der Waren zwischen der Region Kurdistan, Bagdad und den südlichen Provinzen transportiert, würden Milizen im Einvernehmen mit der lokalen Regierung in Salahuddin 13 US-Dollar von jedem Lastwagen, der die Hauptstraße passiere, kassieren. Laut dem Lastwagenfahrer würden Steuern generell an korrupte Personen und politische Parteien gehen.

Laut Al-Monitor würden Steuerhinterziehung, Finanz- und Verwaltungskorruption im Irak florieren.

Mitarbeiter·innen, die mit der Bewertung der Grunderwerbsteuer beauftragt seien, würden 400 US-Dollar von Eigentümer·innen bekommen, um die Steuer von 10.000 US-Dollar auf 5.000 US-Dollar zu senken (Al-Monitor, 7. Dezember 2020).

Das Newlines Institute for Strategy and Policy veröffentlicht im Mai 2021 einen Bericht über die Tätigkeiten der schiitischen Milizen im Irak. Der Provinzrat in der Provinz Ninawa erhebe Steuern und Gebühren, die dann an Gruppierungen der Volksmobilisierungseinheiten (Popular Mobilization Forces, PMF) verteilt würden (Newlines Institute for Strategy and Policy, Mai 2021, S. 20). In der Provinz Ninawa würden Milizen Wirtschaftsbüros kontrollieren, die Gebühren und Steuern von den Eigentümer·innen von Geschäften, Restaurants, Unternehmen, öffentlichen Verkehrsmitteln, Autos und Parkplätzen erheben würden. Der ehemalige Direktor der Gemeindeämter in der Provinz Ninawa, Abd al-Qadir Ahmad Hassan al-Dakheel, habe Steuern auf öffentliches Eigentum und Mieten der Provinz an die schiitischen PMF-Fraktionen überwiesen, die die Steuergelder dann untereinander aufgeteilt hätten (Newlines Institute for Strategy and Policy, Mai 2021, S. 22). Es gebe außerdem eine Vereinbarung zwischen Volksmobilisierungseinheiten und der lokalen Regierung von Ninawa, dass die PMF –Gruppierungen Steuereinnahmen von internationalen NGOs unter sich aufteilen würden (Newlines Institute for Strategy and Policy, Mai 2021, S. 23).

Das Rawabet Center for Research and Strategic Studies berichtet im April 2019, dass die parlamentarische Integritätskommission damit beginnen werde, Akten über Korruption und Steuerhinterziehung im Zusammenhang mit dem chinesischen Unternehmen, das das Ölfeld Ahdab (180 km südöstlich von Bagdad) betreibe, zu untersuchen. Die chinesische Firma Waha arbeite mit einflussreichen Personen im Ölministerium sowie im nationalen Finanzamt zusammen, um die gesetzlichen Steuerabgaben nicht zu leisten (Rawabet Center for Research and Strategic Studies, 24. April 2019).

Der Oberste Justizrat veröffentlicht im November 2021 die Nachricht, dass der Zentrale Strafgerichtshof für Korruptionsbekämpfung den Manager der Steuerbehörde im Irak sowie der Abteilungsleiter zu zwei Jahren Gefängnis verurteilt habe. Der Grund für die Verurteilung seien nicht erhobene Steuern der Firma Key Card (Supreme Judicial Council, 14. November 2021).

Jawad al-Rubaie, who drives a truck to transport goods between the Kurdistan Region, Baghdad and the southern governorates, criticized the government’s plan to impose new taxes, saying the tax money will go to the corrupt. He told Al-Monitor, ‚The militias, in agreement with the Salahuddin local government, collect $13 from each truck that passes through the main road belonging to the government governorate and not to the investors. Cars can barely cross this road that lacks infrastructure, causing the deaths of dozens of people.‘ He added, ‚This money goes to well-known Shiite and Sunni political parties, and it is a royalty without any legal basis.‘

Rubaie noted that imposing taxes means the money will go into the pockets of the corrupt and the parties, which will tighten the noose on the citizens’ livelihoods and those citizens will immediately reject those taxes.

The government finds it difficult to collect taxes, since more than 77% of adult Iraqis do not have bank accounts and deal only in cash, and most businesses operate without licenses. Meanwhile, tax evasion is flourishing amid rampant financial and administrative corruption. Also, employees tasked with assessing the transfer of property tax receive $400 from property owners to reduce the tax from $10,000 to $5,000, causing the state to lose billions of dollars.“ (Al-Monitor, 7. Dezember 2020)

Several businesses have been victims of grenade and IED [Improvised Explosive Device] attacks. Targets have included a restaurant, a trucking company in Mosul, and three other businesses. In each case, the business owner refused to pay the armed factions in charge of the economic offices in the city. This indicates that these offices are a tool for Iran and its proxies that refused to withdraw from Mosul after liberation on the pretext of preventing ISIS’s [Islamic State of Iraq and Syria] return. The former director of the municipal offices in Ninewa province, Abd al-Qadir Ahmad Hassan al-Dakheel, is the one who transferred taxes of public properties and rents belonging to the province to the Shiite PMF [Popular Mobilization Forces] factions, who then divide the tax money up according to agreements among them. „Since February 2021, the Iraqi government has been planning to increase tax revenues and include new segments in them, through a set of measures to facilitate their payment, and to reduce the routine rampant in its work for decades, which was a major reason for the spread of administrative corruption in this important economic file in the country. But the methods of collecting them are still primitive, as ‚automation‘ is (an electronic system for collection) that can help increase the collection of taxes and reduce levels of corruption, and it is likely that the figures that the Tax Authority spoke about will be reached during 2021, if there is an effective tax system in the country.

Some economic researchers assert that Iraq owns five million shops, and their owners avoid registering them and paying taxes, because they will face administrative problems in any review of state departments, as well as corruption in the tax authority, noting that after the implementation of ‚automation‘ it can rise tax imports to Weakness. If there is a successful management of the tax file, it could lead to Iraq obtaining revenues estimated at $8.2 billion annually, because taxes are currently in a chaotic phase. The country can obtain nearly three billion dollars as a result of trade exchange with some neighboring countries, but because of corruption, very small sums are obtained, most of which go to the pockets of the corrupt.
