Information on Honduran writer Rigoberto Quezada Figueroa, on his writings, political affiliation and whether he was granted an amnesty in the 1990s [HND21362.E]

Information on Honduran writer Rigoberto Quezada, beyond that provided in Response to Information Request HND20280.E of 19 April 1995, could not be found among the sources consulted by the DIRB. That Response includes an article that refers to the 1993 murder of Rigoberto Quezada in Honduras and mentions his past affiliation with the Communist Party of Honduras (Latinamerica Press 16 Dec. 1993, 3).

Please refer also to Response to Information Request HND20987.E of 17 July 1995, which refers to the four amnesties granted by the Honduran government in recent years, as explained by the Committee for the Defence of Human Rights in Honduras (CODEH). The text mentions that two amnesties were passed in the 1980s and two in the early 1990s, and that these covered persons who had been sentenced, tried or subject to prosecution for political and related ordinary offenses. An Amnesty International document describes an amnesty which came into force on 24 July 1991 as "broad and unconditional", applicable to those who had been "sentenced, against whom legal proceedings have been initiated or who could be liable to prosecution" (AI Aug. 1991, 1). Information on other amnesties in the late 1980s or early 1990s could not be found among the sources consulted by the DIRB.
