The following is publicly accessible
information provided by a representative of the Comision
Calificadora de Publicaciones y Revistas Ilustradas (Illustrated
Magazines' and Publications' Qualifying Commission), an autonomous
branch of the Government Secretariat of Mexico responsible for the
legal registry of periodical publications, during telephone
interviews on 3 and 4 November 1998. This adds to the information
provided in MEX30260.E.
The magazine Presencia Nacional is
a legally registered periodical of political content, registered by
Herminio Portillo Dominguez. The most recent issue forwarded by the
publisher to the Comision Calificadora for inclusion in its files
is dated 30 January 1998. This does not necessarily mean that the
magazine ceased publication after that issue, because the Comision
Calificadora does not receive all issues from all magazines. The
Comision Calificadora does not have any recent observations on the
magazine noted on its file; however, the Comision Calificadora only
knows of the cessation of a publication's circulation if it
receives notification from the publisher or owner, and looks into
the operations of a publication only if any irregularities are
reported to the Comision Calificadora.
The publication's file includes the
telephone numbers of the magazine's printer. However, attempts by
the Research Directorate to contact the printer indicated that one
of the numbers does not belong now to the printing company, while
the other is temporarily out of service.
The representative of the Comision
Calificadora stated that with the Direccion General de Derechos de
Autor (Copyright office, cited in MEX30260.E) only the name of a
publication is registered, usually before it begins publishing, to
prevent someone from using the same name; it is not a registry for
the circulation of publications. The representative added that
Ciudad Neza (Cd. Neza, the given place of publication) is short for
Nezahualcoyotl, one of the urban centres or "satellite cities"
around the capital city of Mexico, and it is considered part of the
capital. Mexico City has two parts, one in the Federal District and
one in the State of Mexico (Estado de Mexico, or Edo. Mex., as
given in the information request).
This Response was prepared after
researching publicly accessible information currently available to
the Research Directorate within time constraints. This Response is
not, and does not purport to be, conclusive as to the merit of any
particular claim to refugee status or asylum.
