In an interview on 5 October 2000, the Counsellor at the High Commission for Sri Lanka stated nothing would have stopped a person living in a refugee camp in Sri Lanka in 1997 in applying for a passport at the nearest office. The documents required for obtaining a passport are a birth certificate and a National Identity Card.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
