Whether a Tajik citizen can be issued an internal passport while he or she is outside of Tajikistan (January 2005 - July 2005) [TJK100352.E]

The consul of the embassy of the Republic of Tajikistan in Washington, DC provided the following information during a 29 July 2005 telephone interview with the Research Directorate:

As of 2000, Tajik embassies no longer issue passports. Therefore, both internal and international passports may be obtained only in Tajikistan. However, embassies can renew passports by extending the expiry dates. International passports are valid for five years, but internal passports do not expire, although a new passport photo must be obtained every 20 years. Embassies can also issue a "certificate of return," which is valid for 30 days and allows a person to return to Tajikistan.
