No information on an organization called the "Centre de presse Macaya" could be found among the sources consulted by the Research Directorate within the time constraints for this Response.

However, an organization called "Radio Macaya" is located in the town of Cayes in the southern region of the island (Radio Macaya 23 June 2003). The owner of Radio Macaya is Raymond Clergé, and the person in charge of news is George Valince (ibid.). According to an employee at Radio Macaya, George Valince, Joseph Cerisier and Ernest Eliscar are the three founding members, who are also responsible for a news service that researches and broadcasts information on Radio Macaya, and then rebroadcasts the same information on other Haitian radio stations, such as Radio Paradis, Radio Lumière and Radio RMK (ibid.). This news service was established in 1999 and designed to serve the southern region of Haiti (ibid.).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
