1)Existence the Kenyan Liberation Front, and activities of this group among Kenyan students in Canada;2)Treatment on return by Kenyan authorities of students who have been out of the country for an extended period of time [KEN1694]

1) No information is available to the IRBDC at this time regarding the Kenyan Liberation Front or its activities among Kenyan students in Canada. Please refer to the attached copy of the Kenya section from Henry Degenhardt's Revolutionary and Dissident Movements for further information on other political movements in Kenya.

2) No specific information is available to the IRBDC regarding the treatment of Kenyan students who return to the country after an extended stay abroad. In general, however, students have been a target of ill-treatment by the Kenyan authorities. In 1985 and 1986, the Kenyan Government used temporary closures of the University of Nairobi as a response to student unrest. [The Europa Yearbook 1988, (London: Europa Publications, Ltd., 1988), p. 1591.] In 1987 up to 100 people, including students, journalists and university teachers, were detained in attempts to suppress the Mwakenya movement. [Ibid.] Amnesty International, in its 1988 report, mentions the lengthy detention without trial of Gacheche wa Miano, a law student. [Amnesty International, Amnesty International Report 1988, (London: Amnesty International Publications, 1988), p. 47.] This report also mentions Robert Wafula Buke, the chairman of the student union, who was held incommunicado before his trial and then sentenced to five years in jail for allegedly providing the Libyan government with information about student activities considered "prejudicial to Kenya's interests". [Ibid., p. 48.] Please find attached two (2) Amnesty International Urgent Action reports which provide further details about the treatment of student dissidents by the Kenyan authorities.
