The names of the executives and activities of the "Movimiento Revolucionario 30 de Noviembre Frank Pais" in the United States especially in Miami, Florida (2002-October 2004) [CUB43062.E]

According to the Cuban Movement 30 of November "Frank Pais" (Movimiento Revolucionario 30 de Noviembre "Frank Pais," MR-30-N) Website, the MR-30-N is affiliated with the Democratic Party 30th of November "Frank Pais," (Partido Democratico 30 de Noviembre "Frank Pais," PD-30-N) and both political groups support the same goals and activities (n.d.a). Please refer to CUB42501.E of 25 March 2004 for a description of the PD-30-N and information about this group's activities.

The MR-30-N Website also states that in addition to its national directorate based in New Jersey, United States (US), the organization - though it does not provide the names of the locations - maintains regional delegations in other states and in other countries (MR-30-N n.d.a). Overall, the MR-30-N reportedly has 10,000 members, including supporters living in Cuba and members living in exile (ibid.). The MR-30-N Website also provides US-based contact information, including an email address, a New Jersey postal address, telephone number and fax number (MR-30-N n.d.b).

In a 19 October 2004 telephone interview, the general secretary of the MR-30-N stated that while his organization does have a chapter and some members in Miami, the main executive is located in New Jersey. According to various sources, the MR-30-N national or general secretary is Luis Israel Abreu (Puente Info Cuba Miami 14 Feb. 2004; Inside Cuba 3 Apr. 2001).

Information about MR-30-N activities in Miami could not be found among the sources consulted by the Research Directorate. However, the Miami-based organization Puente Informativo Cuba Miami reported on the MR-30-N in two of its articles (Puente Informativo Cuba Miami 14 Feb. 2004; ibid. 17 Jan. 2004). In January 2004, Puente Informativo Cuba Miami mentioned that MR-30-N national secretary Israel Abreu had received information by telephone from Cuba that a PD-30-N activist serving time in a Cuban prison was on a hunger strike and his health was deteriorating (ibid.). The MR-30-N subsequently appealed to all human rights groups to request the immediate release of the PD-30-N member (ibid.).

In February 2004, Puente Info Cuba Miami reported on the information received by MR-30-N national secretary Israel Abreu about the disappearance of a PD-30-N member in Havana, Cuba (14 Feb. 2004). On behalf of the MR-30-N, Israel Abreu denounced the disappearance of the party member to international organizations and requested assistance in securing his safety (Puente Informativo Cuba Miami 14 Feb. 2004). Puente Informativo Cuba Miami's mandate is, among other things, to report on human rights violations and promote democratic change in Cuba (Puente Informativo Cuba Miami n.d.).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection.
