Information on whether the residents of Punjab are still being charged under the National Security Act [IND12495]

According to Country Reports 1991 (1992, 1393-4), 21 of 25 state governments had invoked the National Security Act and 16 of 25 had invoked the TADA. There is no information given as to which states were involved.
The DIRB in Ottawa has no further information on this subject at the present time.
