Information on the Programa de Alimentación Nacional (PAN) and a possible scandal involving coupon distribution. [ARG8859]
The PAN is a social program created with the purpose to assist
people in need. In 1990 a food coupon distribution scheme erupted
into a scandal as it was reportedly uncovered that political
figures had manipulated their allocation. Please find attached the
copy of an article that describes the scandal.
A source from the Embassy of Argentina in Ottawa, although
uncertain about the exact year, stated his belief that the PAN was
created by the government of Raúl Alfonsín. The
source added that the program is or used to be the responsibility
of ministerial-level officials (5 July 1991).
