According to a representative of the
Consulate General of Israel in New York, it is not possible that
the Israeli authorities would simultaneously issue a Teudat Zhut
(identity card) and a passport to a person they had asked to leave
Israel within the month (20 Sept. 1993). This information is
corroborated by a lawyer at the Society of St-Yves, a Christian
human rights organization in Jerusalem (16 Sept. 1993).
This response was prepared after
researching publicly accessible information currently available to
the DIRB within time constraints. This response is not, and does
not purport to be, conclusive as to the merit of any particular
claim to refugee status or asylum.
