The editor/director of La Reseña, a fortnightly newspaper in Tenancingo stated that Dagoberto Navarro was the president of the municipality of Tenancingo from 1991 to 1993 and a member of the Revolutionary Institutionalist Party (PRI, Partido Revolucionario Institutionalista) (26 June 1997). Although the editor/director could not recall a specific article written about Navarro in February 1992, he stated that while Navarro was in office, La Reseña wrote a number of articles on him (ibid.).
