According to a researcher of the Andean
Commission of Jurists (ACJ) in Lima, the first reference made to
the Dirección Nacional Contra el Terrorismo (DINCOTE) as a
legal entity is found in Law 25744 of 27 September 1992 (9 Dec.
1993). The researcher added that aside from the change in name (the
addition of the word "Nacional") the only modification to DIRCOTE
(now DINCOTE) is an addition to its mandate, which now includes the
prevention of and fight against fight treason against the country
(traición a la patria) (ibid.).
For further information on DINCOTE, please
refer to Response to Information Request PER13003 of 8 February
1993, which is available at your regional Documentation Centre.
This response was prepared after
researching publicly accessible information currently available to
the DIRB within time constraints. This response is not, and does
not purport to be, conclusive as to the merit of any particular
claim to refugee status or asylum.
