Update to Response to Information Request CHN21679.E of 19 September 1995 on whether the date indicated in a national identity (ID) card obtained in 1989 from the Chang Le county Public Security Bureau (PSB) to replace a lost ID card issued in 1988 by the Fujian Provincial PSB would be 1988 or 1989, and whether the stamp on each card would be from the Fujian provincial PSB or the Chang Le county PSB [CHN22017.E]

According to a telex from the Canadian Embassy in Beijing enclosed in a 2 October 1995 letter sent to the DIRB by the International Services Group (ISG) of Citizenship and Immigration, Canada, the date indicated in a national identity (ID) card issued by the Changle county Public Security Bureau (PSB) in 1989 to replace a lost ID card issued in 1988 by the Provincial PSB would be 1989. The same telex indicates that the stamp on the replacement card would indicate Changle county (ibid.). It adds that according to its source, "the loss of a card is normally reported to a local PSB office who will seek approval from the provincial PSB before issuing a replacement card."

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
