Information on the First Investigation Report (FIR) [PAK14236]

The information that follows was provided by a representative at the Pakistan High Commission in Ottawa (21 May 1993).

The First Investigation Report (FIR) of Pakistan is similar to the FIR of other south Asian countries. The FIR in Pakistan is the initial claim or complaint written up by police when police investigation or action is being demanded. The FIR contains all the information and versions of events given to the police by the complainant(s). This document is the first step and will trigger any legal process the police might initiate against individuals or institutions. The FIR is not the result of a police investigation, but rather the initial information on which a decision to carry out an investigation may be based.
