The Consul of Chile in Ottawa stated in a telephone communication with the IRBDC on 6 March 1991 that neither a complete version nor an official summarized version of the report prepared by the Comisión Nacional de Verdad y Reconciliación are apparently available yet to the general public (as of this date, 6 March 1991). However, the Consul did provide a copy of the 4 march 1991 speech by Chilean President Patricio Aylwin, which comments on and summarizes the report. Please find attached a copy of the referred speech as given by the Chilean Consul, titled "Discurso de S. E. El Presidente de la República al dar a conocer a la ciudadanía el informe de la Comisión de Verdad y Reconciliación" (Proinfox Especial, 4 March 1991; 8 pages, in Spanish). Unfortunately, an English version of the speech is not yet available to the IRBDC.
