According to a specialist in Palestinian affairs in Ottawa, contacted on 31 May 1991, the General Union of Palestinian Students (G.U.P.S.) is affiliated to the Palestine Liberation Organization (PLO) and has branches around the world wherever there are Palestinian students. Its mandate is to represent Palestinian students and defend their interests.
A representative of the Palestine Information Center in Washington, contacted on 31 May 1991, mentions that because of the tension in the relations between the PLO and the Syrian government, some of the active members of the G.U.P.S. in Syria are facing problems including harassment and imprisonment. This source further reports that the main office of this association in Syria is situated in Damascus. This office is controlled by the pro-Syrian faction of the G.U.P.S..
