Information on the current treatment of Working People's Alliance (WPA) members by the government [GUY14979.E]

Please find attached a few documents that provide recent information (1992-93) on the Working People's Alliance (WPA). The articles, however, do not report a particular treatment of WPA members by the current Guyanese government. Although the documents refer to the deaths of WPA members during the former Peoples National Congress (PNC) regime, the current information deals mostly with the WPA's role in government.

According to one of the attached articles, the WPA holds two seats in the 65-member Parliament and has recently demanded from the current government an investigation of the deaths of WPA members during the past regime (IPS 17 June 1993). Another article explains that the WPA won one directly-elected seat in Parliament and struck a deal with the majority People's Progressive Party (PPP) to have a WPA local government representative sit in Parliament with the same voting rights as the directly-elected members (Latin American Regional Reports 10 Dec. 1992).

In addition to the above-quoted articles, please find attached a copy of the section on Guyana from the latest Critique of the Lawyers' Committee for Human Rights, recently received by the DIRB, and a section from the Political Handbook of the World: 1992.

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
