
Please find attached a copy of the article
originally included with Response to Information Request ALB10067
of 14 January 1992, which reports that Albanian citizens who want
to travel abroad no longer require Albanian visas (ATA 27 July
1991). The report adds that "Albanian nationals residing in other
countries and the foreigners of Albanian nationality residing
abroad" will be granted visas to enter and leave the Republic of
Albania at the "border police points" where they must present "the
official document which proves their Albanian nationality"
(Ibid.).
According to the secretary of the Embassy
of Albania in Washington, DC, Albanians currently do not require an
exit visa to leave the country and face no restrictions or limits
for travelling abroad other than the requirement of a valid
passport (3 Sept. 1993).
The attached ATA article dated 18 January
1993 reports that border police had come across falsified passports
and had also detained a number of people who had no documents. The
article does not mention exit visas, however.
An October 1991 article reports on the
approval of a law on the "employment of Albanian citizens outside
the territory of the Republic of Albania" (Radio Tirana Network 14
Oct. 1991). The article, however, provides no details on whether
the approved law referred to Albanian visa requirements, and a copy
of the law could not be found among the available sources.
