Introduction: Area and Population The municipality of Mitrovicė/Mitrovica lies approximately 40 kilometers north of Prishtinė/Pristina, covering an area of 350 square kilometers. It contains one town and 49 villages. The town itself and two of the villages are ethnically mixed, while the remainder is Kosovo Albanian. Since the 1999 conflict, the town has been divided along the Ibėr/Ibar River. To the south, the population is predominantly Kosovo Albanian. Almost all of the 300 Kosovo Serb families who used to live there have moved to the north. Fewer than half a dozen remain, living under 24-hour KFOR protection in the vicinity of the Serbian Orthodox Church. The northern part of the town adjoins the municipalities of Zvecan/Zveēan and Zubin Potok, which were always predominantly Kosovo Serb. The north of the town is now home to approximately 15,000 Kosovo Serbs, some 5,000 of whom are internally displaced persons (IDPs). Before the conflict, at least 50% of the population in the north of town was Kosovo Albanian; today less than half of those remain. Accurate population figures have proven impossible to obtain for the north of Mitrovicė/ Mitrovica (and in general for the whole municipality) and are a subject of much controversy. The number of Kosovo Bosniaks has significantly reduced from the pre-conflict figure of 6,000. Today, the population appears to be between 2,000 and 3,000, living both north and south of the Ibėr/Ibar. The pre-conflict Roma population (some 6,000) of south Mitrovicė/Mitrovica has been displaced to the northern municipalities and Serbia proper. Approximately 275 people live in a col ective centre in the north of the town and a small number of families live in private accommodation in the south. More than 40 Ashkali families stil remain in the south of Mitrovicė/Mitrovica, mostly concentrated in one community. There are Turkish families on both sides of the river and one third of the Gorani community remains in the south. Mitrovicė/Mitrovica had seen a relaxation of tension between north and south to some degree during the period of late 2003 to early 2004. The security measures on the main bridge had been relaxed and provided by KPS rather than KFOR. However the events of 17th-19th March changed this situation and once again KFOR maintains a significant presence on the main and eastern bridges in Mitrovicė/Mitrovica. The town saw some of the worst violence during the riots of 17-19 March which caused several fatalities and scores who were injured as fighting and violence took place on or in the vicinity of the main bridge. Later on during 18 March in the Kosovo Serb and Kosovo Albanian mixed village of Svinjare/Frasher KFOR evacuated the Kosovo Serb population, close to three-hundred people, shortly after which all of the Kosovo Serb houses and property were burnt-down and looted. After being housed in the KFOR base in Mitrovicė/Mitrovica they were moved to Mitrovicė/ Mitrovica north where some remain while others are now located in Zvecan/Zveqan and Leposavi/Leposaviq. Other newly displaced in Mitrovicė/Mitrovica municipality, from various locations in Kosovo affected during the March events, numbers around 422. The process of reconstruction and return for these newly displaced people is ongoing. The Orthodox Church located in Mitrovicė/ Mitrovica south was also badly damaged when it was set on fire along with the neighboring property belonging to the resident priest. In the north some in the Kosovo Albanian community also experienced threats and attempted violence against themselves to some degree. The damage done to the process of reconciliation and progress in the divided town is very significant. Current and accurate population figures are impossible to obtain. It is noted that the 1991 census was highly politicised and is thus unreliable. Lack of security and freedom of movement is a major obstacle to the establishment of normal life in Mitrovicė/Mitrovica The division of the town has also complicated the provision of public services, and led to the creation of separate facilities for north and south. The International Community has taken a number of measures to improve the situation, including the establishment of a Confidence Area in the centre of the town and the construction of a footbridge to allow Kosovo Albanians living in one part of the north to cross to the south. The latest development is an attempt to include the administration of the northern part of the town into the United Nations Interim Administration Mission in Kosovo (UNMIK) 2 structure, which began with the set up of a Community Office in February 2002. Members of all communities own property in the other half of the town, and have made repeated attempts to reclaim it. Longer-term progress on this front will, however, require access not only to property but also to education, healthcare, and shopping facilities. 2. Civil Administration Unlike the majority of municipalities, Mitrovicė/Mitrovica had neither a Municipal Council nor an Administrative Board prior to the Municipal Elections in October 2000. Efforts to establish multiethnic UNMIK bodies faltered in the first part of 1999. Civil administration remained the responsibility of UNMIK and was carried out in co- operation with the entire spectrum of political leaders. The 2000 Municipal Elections brought a change to the civil administration. The 41 Assembly seats were distributed among LDK, which gained 29 seats, PDK, 11 seats, and AAK, one seat. The effort to integrate Kosovo Serbs into the administration has been difficult thus far. The few Kosovo Serbs that have been employed by the municipal administration, after a short period of time withdrew from their working positions. Furthermore, Kosovo Serb political groups in the north of Mitrovicė/Mitrovica have not accepted their appointments for 11 seats in the Municipal Assembly. They refuse to recognize the elected Municipal Assembly (MA). In order to provide minimum municipal services, through the end of 2003, UNMIK worked with the pre-conflict municipal structure in the north. Some municipal workers in the north were funded by the UN, but not formally employed by them. This has recently been changed, and now only a few Civil Servants of the pre-conflict administration, especially teachers in the schools, still receive UNMIK payments. Earlier 2004, UNMIK started an attempt to extend the scope of its authority into the mostly Kosovo Serb populated north of the municipality through the opening of a Local Community Office that will eventually employ 50 to 60 personnel. The self-styled Serb National Council (SNC) and former employees of the pre- conflict administration showed their resistance to the plan in demonstrations throughout February 2002. Furthermore, this administration operating in the north was reorganized by the Serbian Government, naming a new head and new department heads. There was strong Kosovo Serb pressure on anyone from their community not to work for the Local Community Office. Nevertheless, the Office started working at the end of February 2002, providing the first services to the Kosovo Serb community. A serious backlash occurred on 8 April 2002, following the arrest of a leader of the so-cal ed "bridge watchers", a gang of Kosovo Serbs who monitor movements on the north side of the bridge that divides the town. During the arrest, more than a dozen UNMIK Police and a small number of Kosovo Serbs were wounded. Demonstrations began and serious threats were directed towards the international community and Kosovo Serb staff in international organizations. Local Kosovo Serb political leaders used the occasion to re-issue claims for a separate municipality in the north, combined with a threat to boycott the upcoming 2002 Municipal Elections. Despite this incident, considerable progress has been made over the last year in the establishment of the municipal structures. Municipal structures have begun to function and the municipality has started to generate revenues by levying fees. Important pieces of local legislation have been passed, including a Municipal Statute. Accordingly, in March 2002, the UNMIK Municipal Administrator handed over a considerable part of his responsibilities to the municipality. The 26 October 2002 Municipal Elections reflected the same political landscape in the Municipal Assembly. The new Mitrovicė/ Mitrovica Municipal Assembly is made up of 41 members, LDK with 24 seats, PDK 15, AAK 2 and PD 1. On 25 November 2002, the SRSG promulgated the UNMIK Administrative Directive No. 2002/26 on implementing UNMIK Regulation No. 2000/45 on Self-Government of Municipalities in Mitrovicė/ Mitrovica, announcing official closure of the "parallel" municipality in the north, thus re-establishing UNMIK authority over the whole of Mitrovicė/ Mitrovica. Also, the Local Community Office established in early 2002 ceased to exist. The UNMIK Administration in Mitrovica North opened two offices in order to provide the fundamental services to the population living in this part. It was planned that the Administration would not be politically competent, but only provides services; therefore the elected Municipal Assembly in Mitrovicė/Mitrovica would not have any competencies over the administration of Mitrovica North. According to the SRSG' s Seven Point Plan for Mitrovicė/Mitrovica, it was foreseen that the Advisory Board, composed of local political representatives from the North, would be established to assist UNMIK in managing the town. 3 The Board nominees were: Vladimir Raki (SNC), Miodrag Rali (SNC), Ljubica Mandi (SNC), Dragan Spasojevi (DA), Dr Srboljub Milenkovi (DS) and Nebojsa Mini (DSS), representing the whole political spectrum in the north. However, for the time being the Advisory Board has not been officially functional due to the disagreement between Kosovo Serb nominees and the UNMIK Administration ­ UNMIK insist on having two more members incorporated ­ the representatives of the Bosniak and Kosovo Albanian communities living in the north. Nevertheless the regular meetings take place once a month and if needed, more frequently. Currently the UNMIK Administration employs 116 staff members ­ 107 Kosovo Serbs, 5 RAE and 3 Bosniaks and a Turk. In July 2003, the Municipal Assembly decided to disestablish the Directorate of Public Utilities, which has since been augmented. The three mandatory committees were established back in December 2002. While the Communities Committee (CC) held several meetings, the Mediation Committee has not met up to this point. There is no Kosovo Serb participation in these committees due to their decision not to participate. Discussions had been underway with Kosovo Serb community members in Svinjare/Frasher shortly before the events of March 2004 for their inclusion in the committee and a provisional agreement was reached that a Kosovo Serb representative would attend the CC. However the March events brought an end to that possibility for the present time. Political Parties 19 political parties in total competed in the 28 October 2000 Municipal Elections including 12 Kosovo Albanian, two Bosniak, one Ashkali, and two Turkish parties. The Kosovo Serb community did not participate. The election results showed the support for PDK, who had control over the municipality, had decreased. LDK won a sound majority in the Municipal Assembly. After the Assembly of Kosovo Election on 17 November 2001, the situation changed a little. There are now nine Kosovo Albanian political parties and one coalition remaining. Some political parties do not exist anymore in Mitrovicė/Mitrovica. As former president of PDK, Dr. Bajram Rexhepi was the Kosovo Prime Minister from 2001 until 2004. At the same time newly elected Kosovo Assembly member Ramadan Kelmendi replaced Municipal Assembly President Faruk Spahija as LDK branch leader. Twelve Kosovo Serb political parties/entities have municipal branches in Mitrovicė/Mitrovica municipality including DSS, DS, SNC, SPO, SRS, SDP, G-17 Plus, KP, JUL SPS, LS and Movement of Serbian Strengths. The pro-Milosevi parties (SPS, SRS, and JUL) are less visible, whilst the opposition parties DSS, DS, SPO, and LS are more active. The main DSS leaders were members of the Serb National Council (SNC Mitrovica), a political group including non-affiliated members which also exercises an unofficial security role in northern Kosovo and for a while, became an important interlocutor for the international community in Mitrovicė/ Mitrovica. DSS, DS, SPO, ND and some unaffiliated candidates in late summer 2001 formed the Kosovo Serb "Koalicija Povratak" (Coalition Return) that won 22 seats in the Kosovo Assembly in the 17 November 2001 election. They have taken over the role as the main Kosovo Serb interlocutor with the international community, while their support within the Kosovo Serb population is constantly challenged by the others within the SNC and remains fairly weak at a local level. In 2004 two political entities established their municipal branches: G17 Plus (established by former members of the Social Democracy (SD) and Pokret Srbije (Movement of Serbian Strengths). Local and International NGOs Most non-governmental organizations (NGOs) operating in Mitrovicė/Mitrovica region are officially registered with UNMIK. This is increasingly becoming the case in the north where the establishment of NGOs is gaining momentum and improvements have been made in co-operation with international agencies. More NGOs are being formed in order to confront issues related to civil society and overall democratic development in Kosovo. NGOs, however, continue to draw their members from a single ethnicity and sometimes have political alignments. In some cases, minorities, including Bosniaks, Romas, Ashkalis and Turks, are also members. A few of them, mainly under the influence of INGO's or donor requirements, established multiethnic NGO's consisting of Albanians and Serbs. There is still widespread misunderstanding among political leaders and the public at large of the nature of civil society, the purpose of forming associations, and the role of the non-governmental sector. An educational programme to tackle this is under way. The main problem for all local NGOs is funding and the challenge to achieve any degree of sustainability. NGOs are at a disadvantage, as donors tend to be Prishtinė/ Pristina-based and functioning financial institutions are absent. Despite this, some in the north and south have demonstrated the ability to secure funding and provide services. Unfortunately, a number of donors remain reluctant to support projects given the history of disturbances in the city. The OSCE Community Centre in the north of the town provides technical and logistical assistance to the NGO community. The number of projects aimed at peace building and conflict resolution has been at a fairly high level which then reduced. At the moment Nansen Dialogue Centre has been undertaking a wide-reaching outreach programme in this area. But such activity in the present post-March atmosphere is difficult at best. There are also many projects and programmes targeting youth, civil society and gender issues run by NGO's. Several micro-credit projects and infrastructure rehabilitation projects are under way. It has been noticed that some INGOs have been transformed into local NGOs lead by the local staff that previously worked in such organisations; they also have some available funds. Other Civilian International Presence The main international organizations are al present in Mitrovicė/Mitrovica. The UN, OSCE, KTA and the European Agency for Reconstruction (EAR) have regional centers in the town. The UNMIK Municipal Administration is located in the municipality building on the south side and the UNMIK Regional Headquarters is located in the same area within the Confidence Zone. UNMIK regional has seen some downsizing taking place in the past year which challenges it to work on the serious issues which still remain to be solved whilst having fewer resources to do so. Religion, Places of Worship, and Cultural Institutions The vast majority of the population of the municipality is Muslim, including the Roma population. The Kosovo Serbs are Serbian Orthodox. There is also a small number of Catholics, who live both in the north and in the south part of the town. Before the 1999 conflict, there were four mosques in Mitrovicė/Mitrovica town. The Ibar Mosque to the north of the main bridge, built in 1882, was completely destroyed. Two others were damaged during the conflict; they have since been or are being repaired. There are plans for a new Serbian Orthodox Church in the north but the first steps of construction were stopped due to the lack of a valid permit. The old Serbian Orthodox Church in the south is under 24 hour KFOR protection. The Catholic Church, also in the south of the town, was built in 1981. It had a congregation of approximately 500 before the conflict. Currently, there are an estimated 60 Catholics (Albanians, Croatians, and Slovenes) in Mitrovicė/Mitrovica south, while figures are not available for the number of Catholics living in the north. The oldest and largest Muslim cemetery is in the northern part of Mitrovicė/Mitrovica, to the left of the road to Zvecan/Zveēan. No burials are taking place there at present, for security reasons. Visits to this cemetery take place only on holy days, under KFOR protection. The other Muslim cemetery is in Suvi Do/Suhadoll, a suburb of Mitrovicė/Mitrovica to the north of the Ibėr/Ibar. For security reasons, only the inhabitants of this suburb are using it. Another Muslim cemetery is in Shupkovc/Supkovac, approximately two kilometres south of the town, on the western side of the main road to Prishtinė/Pristina. The only accessible Muslim cemetery at the moment is in Shipol. Mitrovicė/Mitrovica has only one Serbian Orthodox cemetery, close to the Orthodox Church of St. Sava in the south. For security reasons, Kosovo Serbs are no longer buried there and the Kosovo Serb population only visits the cemetery under KFOR protection on holy days. Serbs residing in the north of Mitrovicė/Mitrovica make use of cemeteries in the other predominantly Kosovo Serb northern municipalities. The Catholic cemetery is located adjacent to the Serbian Orthodox cemetery. Unfortunately since the end of the conflict the cemetery has been vandalized constantly, and during the March events of 2004 further damage was done to it. During this period the Orthodox Church was also targeted, resulting in it being burnt and very badly damaged along with the parish house property adjacent to the church. Media The major daily newspapers from Prishtinė/Pristina and the main Serbian newspapers have correspondents in Mitrovicė/Mitrovica. The only Kosovo Serbian newspaper, a weekly named "Jedinstvo", is based in the town. There are no other newspapers or magazines that are regularly published in the municipality at present. There are three local Kosovo Albanian radio stations broadcasting in the south and two Kosovo Serb in the north. In addition, French KFOR broadcasts on two frequencies, one directed at the local population, the other for their own troops. One Kosovo Albanian TV station is operational. RTS (Radio-TV Serbia) and other stations from Serbia proper can be received on terrestrial, as can RTK (Radio-TV Kosovo, the Prishtinė/Pristina-based public service broadcaster for 15 Kosovo that also airs programmes in the Serbian language) and other commercial stations which broadcast in Albanian. International TV is accessible via satellite. With the encouragement and, in some cases, limited financial support of the OSCE Office in Mitrovicė/Mitrovica, local broadcasters are currently involved in minority language programming: TV Mitrovica is broadcasting the one-hour weekly "SAFIR" program in Bosnian, Radio Mitrovica is airing a daily one-hour program in Turkish and Radio Contact has a daily news program in Roma language. Judicial System Three courts are located in the District Court building in the north part of the town, comprising of the District Court, Municipal Court and Minor Offences Court. The District and Municipal Prosecutors' Offices are also there. There are currently 17 national and two international judges and seven national and one international prosecutor. The first trial in the Municipal Court was on 25 May 2000 and in the District Court on 6 June 2000. The majority of the national judges are Kosovo Albanians, except for two Kosovo Serbs and one Kosovo Slavic Muslim (Bosniak). UNMIK attempts to raise the number of Kosovo Serb judges within the judicial system proves to be of limited success. Since the March events, Court staff again is escorted to work by KFOR. The parties, lawyers and the public can access the courts using a shuttle bus run by UNMIK Police between the South Police Station and the Courts in the North. Although national staff joined the Detention Centre in Mitrovicė/Mitrovica, it is still under international supervision. Besides the UNMIK courts also exists a Serbian Municipal Court of Mitrovicė/Mitrovica located in the North of the town. The courts mainly offer administrative services, such as issuing ownership certificates. Police, Civil Protection, and Military Presence Mitrovicė/Mitrovica is a de facto divided town and municipality and it has specific security requirements, which differ between north and south of the River Ibėr/Ibar. After March 2004 new security measures were implemented. Currently KFOR and CIVPOL tare undertaking major restructuring projects which will also lead to downsizing. The Kosovo Police Service (KPS) currently has a total of 822 officers in Mitrovicė/Mitrovica Region (Kosovo Albanian, Kosovo Serb, Bosniak and Turkish), of these police officers 105 are female. The KPS officers are under UNMIK Police command ­ except in the transitioned station ­ and are patrolling with UNMIK Police officers and KFOR. There are 263 UNMIK Police officers on duty in Mitrovicė/Mitrovica Region. Mitrovicė/Mitrovica municipality itself has two Police Stations and a Regional Police Headquarters. In Mitrovicė/Mitrovica south 146 KPS Officers and 31 CIVPOL Officers are on duty. In the south, relations with the local population were good but suffered a blow due to the March 2004 riots. In Mitrovicė/Mitrovica north 56 Kosovo Serb KPS Officers and 50 CIVPOL Officers are on Duty. In the North the relations between UNMIK Police officers, KPS and the local population are satisfactory. At the Regional Police Headquarters located in Mitrovicė/Mitrovica south 227 KPS and 91 CIVPOL Officers are on duty under the Regional Command structure. The fourth zone of the Kosovo Protection Corps (KPC) has a total strength of 535, 310 of these are active members and 225 reserve members. Units include four `Protection Brigades' (each unit is composed of 55 people ­ 19 active, 36 reserves). Additionally, there is one `Guard and Rapid Reaction Unit' composed of 65 active and 15 reserve. One `Engineer Unit' (40 active, 10 reserves). One `Logistics Unit' (20 Active, 20 reserves). One `Communications Unit' (15 active, 15 reserves). One `Search and Rescue unit' (20 active). One `Nuclear, Biological and Chemical (NBC) Unit' (5 active, 15 reserve) and one `Headquarters (HQ) Unit' (69 active, 6 reserve). The KPC is mandated to perform a civil protection function. Although figures on the ethnic make-up of the KPC are not available, a strong majority is Kosovo Albanian. The KFOR Headquarters in Mitrovicė/Mitrovica municipality is to be found in the French compound Belvedere in the town itself. The area of responsibility for French KFOR includes the Main and eastern Bridge. The headquarters of KFOR Multinational Brigade North East, MNB (NE) is to be found in the French KFOR Camp located in Novo Selo/Maxhunaj in Vushtrri/Vucitrn municipality, housing the general staff of the Brigade. The KFOR presence in 17 Mitrovicė/Mitrovica region is made up of 3859 troops under French command. France has a contingent of 2508, Morocco 502, Denmark 347, Belgium 192, Greece 193, Estonia 77, and Luxembourg 39. Economics There is extensive unemployment among all communities throughout the municipality. This is due to a number of factors, including an undeveloped economy, the closure of the Trepēa mine and Lead smelting plant, looting and destruction at the battery and fertilizer factories, and influx of IDPs in the north and south. To some extent, it is offset by employment opportunities with international organizations. While a number of small businesses have been established, particularly in the retail and catering sectors, sustainable long-term growth will require the provision of reliable energy and water supplies, the development of local banking and investment services, and above all, the reestablishment of confidence between the communities. To this end, the Kosovo Serb and Kosovo Albanian communities, together with UNMIK, have developed proposals for the creation of an economic development zone in Mitrovicė/Mitrovica City that will provide approximately 200 job opportunities in 11 different businesses. The main focus will be on the agricultural sector both in Mitrovicė/Mitrovica and the surrounding region. Funds for these programs are being sought. The banking problem has also been addressed by the opening of UNMIK approved branches of Kosovo bank agencies. The privatization of the viable parts of the Trepēa complex could provide could provide an economic nucleus in the municipality and encourage new economic development. However, the complex is unlikely to employ the number of personnel as it did in the past, approximately 20,000 persons. 10.1 Prominent Employers in the Region Employer Service/Products Production ongoing? The space is on lease to small shopkeepers. The LUX employees are paid small stipends from the income generated from the shopkeepers. 11. Infrastructure The roads are generally in a poor condition, although they tend to be better in the north. Some significant repairs have been completed; however, a general overhaul is yet to be done. Setting up road signs and traffic lights has considerably increased traffic discipline, but the rapidly increasing number of cars leads to a chaotic and slow flow of traffic. Rail passenger services operate twice daily in each direction between Fushė Kosovė/Kosovo Polje and Zvecan/Zveēan, although occasionally interrupted due to security reasons. Private bus services operate in the south, some with NGO support and there is extensive traffic with taxis and private vehicles. In the north, there are regular services to Zubin Potok and to Serbia proper (Novi Pazar and Belgrade) run by a publicly owned company from Serbia. Considerable work has been done to improve the water network, with support from the EU, EAR, and USAID. The network covers Mitrovicė/Mitrovica, Vushtrri/Vucitrn, Skėnderaj/Srbica, and Zvecan/Zveēan. Two separate companies operate under the supervision of the Infrastructure Directorate in the UN Regional Office. Water is taken from the Gazivodė/Gazivode Lake near Zubin Potok and treated in Shipolj (in the south of Mitrovicė/Mitrovica). 18 Electricity supplies are reasonably stable compared to the rest of Kosovo, although extreme disturbances have occurred during winter. Power is taken both from Obiliq/Obili and from Serbia proper, through the Vallac station in Zvecan/Zveēan. Again, separate companies operate north and south, with technical co-operation being handled through UNMIK. By Kosovo standards, telephone links, both land and mobile, are reasonably good. Two different companies (PTK in the south and PTT in the north) run the services. Co-operation between them is poor. `Serbian Telecommunication' set up a new exchange, providing services in the north. Mobile networks Mobtel, Telecom and Alcatel cover the area, with Alcatel operational mainly in the southern parts of the region. Two separate companies (Unitet and Standard) provide sewage and refuse col ection services with support from DANIDA, who have invested heavily in new equipment. The landfill site in the south of Mitrovicė/Mitrovica has been restored by DANIDA. It is used by Mitrovicė/Mitrovica South and Vushtrri/ Vucitrn. There is no official landfil site in the north; a new site is being sought. Charges for public utilities are being introduced and paid by the customers. 12. Social Services, Health, Education and Cultural Institutions Social Services Since May 2000 social welfare, largely income related, has been provided through the UNMIK Permanent Financial Assistance Programme. Implementation is the responsibility of the Centers for Social Work (CSW), which has offices, in both north and south Mitrovicė/Mitrovica. CSW staff assesses clients for eligibility and provides a wide range of services, including social assistance (cash payments) and social services (e.g. counseling). The municipality monitors the payments of cash assistance and has a wider support role. In southern Mitrovicė/Mitrovica there are 3582 families who are beneficiary of Social Welfare, from this number 1665 families are in first category and 1917 families are in second category. In the northern part of Mitrovicė/Mitrovica there are 1482 families who are beneficiary of Social Welfare, in category I there are 1335 families and in category II there are 147 families. Health There are medical facilities in both the south and the north. The Regional General Hospital in the north is currently only accessible to Kosovo Serb patients living in the northern municipalities as wel as Kosovo Serbs from other areas of Kosovo, which have no access to medical facilities. Its staff does not receive stipends from UNMIK. The Paediatric Hospital is also located in the north; it includes a primary health facility. The Health House in the south provides outpatient services; in-patients are sent either to the KFOR Moroccan Hospital in the south or to Prishtinė/Pristina Hospital. The Health House runs 12 ambulanta (local clinics) covering southern Mitrovicė/ Mitrovica. Kosovo Albanian communities in the north who cannot travel to the south for security reasons are presently transported by KFOR to the southern facilities. Once a week, mobile teams visit a number of Kosovo Serb enclaves within the region, with a KFOR escort. The Institute for Public Health, located in the south, covers only this part of the town. Kosovo Serb staff is presently operating from the Institute for Public Health in Zvecan/Zveēan. Education Restrictions on freedom of movement and displacement of the population have had a significant impact on education. Educational establishments are accessible only to a specific ethnic community. In the southern part of the municipality there are two kindergartens, 10 primary schools (two of them attended by children displaced from the north), and four secondary schools (including three specialist schools of medicine, technical studies and economics respectively). There are also two high schools specializing in computing and electrical engineering. Four faculties of Prishtinė/Pristina University are based in the south, including Technology, Mining, Metallurgy and Geology. This reflects the traditional economic basis of the region. KFOR provides transport to the south for those Kosovo Albanian children less than ten years of age whose freedom of movement is restricted for security reasons. The Kosovo Muslim Slav and the Turkish communities hold classes in a school in the south of the town. In the north, there is one kindergarten, eight primary schools, and four secondary schools (three specializing in medical, technical, and economics). There are also two high schools specializing in computing and electrical engineering respectively. Finally, there is the Faculty of Mining and Metallurgy. In addition, there are five primary schools and one secondary school, which are attended by IDPs from other municipalities in Kosovo. In autumn 2001, a Kosovo Serb 19 university was founded, comprising of the former rectorate and four faculties (Electro-technical, Mechanical Engineering, Architecture/Civil Engineering and Law) of the pre-conflict University of Prishtinė/Pristina. The establishments attended by the Kosovo Serb students follow the Serb curriculum, but is attached to the UNMIK structure. There are two student dormitories in the north of Mitrovicė/Mitrovica. Leisure facilities The cultural and the sport centers are located within the Confidence Area, just at the south end of the main bridge, and a KFOR checkpoint is based in its immediate vicinity. The Cultural Centre contains a significant number of facilities including a big hall and a theatre/cinema. The Centre was recently refurbished by Kosovo Albanian and Kosovo Serb companies funded by the EU, UNDP, and Bolzano Province of Italy. It is under the supervision of the UN Municipal Representative and some celebrations and other events have taken place there. Also located in the south part of the town is the City Library that provides functioning library and internet facilities, run by the International Organization for Migration (IOM). The City Library is used for public tribunes and for different cultural performances. There is also a city museum that is in need of refurbishment. The Sport Centre is opposite the Cultural Centre. It is used for sport activities and concerts. There are also two stadiums in the south of the town, but there are no sport facilities in the north of the town. The UN Administration has established two commissions, on culture and on sport, in which members of both Kosovo Albanian and Kosovo Serb communities are represented. 13. Return Issues Returns to the municipality have been very low. The river Ibėr/Ibar is the dividing point between Kosovo Albanians in the South and the Kosovo Serbs in the North and there is much opposition on either side to the return of the other ethnic group. The Regional Returns Unit (RRU) record a total number of 41 personnel having returned to their former homes since the year 2000. Municipal Working Groups Meetings are held on a monthly basis. The composition of the MWG is good, with regular participation of either the President of the Municipal Assembly or his Vice President. IDP representatives from the Roma Camps and Kosovo Albanian and Kosovo Serb representatives from the main desired return areas attend all meetings. Task Forces have also been formed as sub-groups to specifically cover returns to the Roma Mahala and two to Korriku/Sitnica.
