Chapter VII: Penal Provisions
Article 27

The person who shall erect a monument or memorial by which they would incite or foment ethnic, racial or religious hatred and discord, or which are contrary to the constitutional order, shall be punished for a criminal act with a fine or sentence of imprisonment up to three years.
In an extremely serious case of the criminal act of paragraphs 1 and 2 of this Article, the perpetrator shall be punished with a sentence of imprisonment from six months to five years.
For the act of paragraph 2 of this Article, the court shall pronounce a protective measure removal of the monument or memorial.
