"154. The World Food Programme (WFP) has not been involved in any relief or
development in Turkey WFP notes that Turkey is a country with food surplus; it
purchases food in Turkey for transport to other countries with food needs. Despite the
government’s food embargo as part of its counter insurgency strategy in south-eastern
Turkey, and the lack of food as a contributing factor to internal displacement, WFP has
not taken up this issue."
