implementing the January 2005 Comprehensive Peace Agreement (CPA) between the
central government in Khartoum and southern-based rebels, many of the national

Rights Commission, are lagging well behind schedule. The ceasefire was largely
respected in southern Sudan and the new Government of South Sudan (GoSS) made
some progress setting up the top level of regional institutions and administration,
including a Human Rights Commission for the south."
