"Women were held with male prisoners, especially in rural areas. Although the law precludes the imprisonment of children, AI reported that children under 18 were held together with adults in at least four of the largest prisons. In Kuje prison 30 boys, some as young as 11, shared their living quarters with over 175 men. Detainees often were housed with convicted prisoners."

"In practice women and juveniles were held with male prisoners, especially in rural areas. The extent of abuse resulting from these conditions was unknown. In most cases, women accused of minor offenses were released on bail; however, women accused of serious offenses were detained. Although the law stipulates children shall not be imprisoned, juvenile offenders were routinely incarcerated along with adult criminals. The prison service officially required separation of detainees and convicted prisoners, but the method of confinement depended solely on the capacity of the facility. As a result detainees often were housed with convicted prisoners."

"Jugendliche und Frauen werden vor allem in ländlichen Regionen gemeinsam mit männlichen Gefangenen untergebracht (AllAfrica.com/This Day 13. Mai 2003; USDOS 2004, 1.c). Frauen, die schwerer Verbrechen angeklagt sind, werden inhaftiert, wohingegen Frauen, die leichter Vergehen verdächtigt werden, gegen Kaution freigelassen werden. Amnesty International berichtet auch vom Fehlen von medizinischen Einrichtungen für Frauen, einschließlich schwangerer Frauen und Frauen mit Kleinkindern (AI 2004, Nigeria – Women, 4.5). Ein nigerianischer Gefängnisseelsorger berichtet außerdem davon, dass Frauen in Gefängnissen geschwängert würden (IGFM 01. September 2003).

Children imprisoned with adults; risk of physical and sexual abuse [ID 14946]

"In fact, one of the clearest indications of the neglect from which the criminal justice system has suffered is the fact that official figures are deficient and obsolete. The latest figures obtainable from the Federal Office of Statistics are for 1993 and cover only two-thirds of the country. They show that there were 6,496 people in prison aged between 16 and 20, while 709 were under 16. The prison population then was under 40,000.

According to UNICEF, at least 73 percent of the children in custody are first offenders. The prisons are congested so juveniles are usually not separated from adult, hardened criminals, contrary to the provisions of the law. They also face all the hazards and dehumanising conditions of
incarceration, including poor feeding and clothing, exposure to disease, and the risk of physical and sexual abuse."
