On 13 October Georgian Parliament ratified the Framework Convention for the Protection of National Minorities ("Reports from the Council of Europe Field Offices and Other Outposts; October 2005 [SG/Inf(2005) 22]") [#40207][ID 4806]

"53. The Georgian Parliament ratified, with a 125-5 vote, the Framework Convention for the Protection of National Minorities on 13 October. Ratification of this document was part of Georgia’s commitment undertaken while joining the Council of Europe in 1999. The Georgian authorities made a reservation according to which they will not be responsible for implementing provisions of the Convention on the territories of Abkhazia and South Ossetia."

"12. The 1995 Constitution, as subsequently amended, provides, in article 6 (2), that Georgian legislation shall be consistent with the universally recognized principles and norms of international law. International treaties or agreements by Georgia that are not contrary to the Georgian Constitution prevail over internal normative acts. Article 7 of the Constitution states that Georgia “shall recognize and protect universally recognized human rights and freedoms as eternal and supreme human values. While exercising authority, the people and the State are bound by these rights and freedoms as directly [applicable] law”."

"10. Georgia is a party to [...] Convention on the Rights of the Child. Georgia has also ratified both Optional Protocols to ICCPR. It is also a party to the Geneva Conventions, of 12 August 1949.
11. At the regional level Georgia is a party to the European Convention on Human Rights and the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment."

"Georgia is party to the following international human rights treaties:
Committee Against Torture (CAT)
Human Rights Committee (CCPR)
Committee on the Elimination of Racial Discrimination (CERD)
Committee on Economic, Social and Cultural Rights (CESCR)
Georgia became a party to the International Covenant on Civil and Political Rights (ICCPR) in 1994.

Georgia abolished the Death Penalty for any crime in 1997.

In September 2003 Georgia became a party to the Rome Statute of the International Criminal Court (ICC). However, it entered into an impunity agreement with the USA not to surrender US nationals accused of genocide, crimes against humanity or war crimes to the ICC. Such agreements are in breach of states` obligations under international law."
