3. IDEOLOGICAL PLATFORM, GOALS AND OBJECTIVES OF THE PARTY
The Party has a goal of building free, sovereign and unified Armenia. In its essence, world vision and traditions, it is anational, socialist and democratic party pursuing protection of social, economic, political and cultural interests of Armenian nation. The Party argues the national-liberation movement of Armenian people by its ideology. The party promotes a free, overall and harmonious development of the Armenian nation through freedom of individual, national self-determination,
independent statehood, and consolidation and welfare of society.
The Party seeks the settlement of the Armenian cause and building of a whole homeland by the whole Armenian nation."

Allegations of torture and ill-treatment of detainees reported in connection with court proceedings against the Dashnak party in 1995 ("Background information; situation of ethnic minorities; groups possibly at risk: religious minorities, members of opposition, homosexuals, deserters") [#47207][ID 2884]

"147. Allegations of torture and ill-treatment of detainees were reported in connection with court proceedings against the Dashnak party in 1995; one activist died while in police custody. Judicial and procedural irregularities were reported throughout these cases. The actions of the Armenian Government against the Dashnak Party were essentially limited to high-ranking party members and/or persons suspected of being involved in the clandestine organisation Dro. There are no indications that other members were arrested or subjected to harassment only due to their membership of the Dashnak Party.
148. In 1998, President Kocharyan overturned the verdicts in the Dashnak cases and all detained members were subsequently released. A previously detained Dashnak leader, Vahan Hovhannisian, served as special advisor to President Kocharyan from 1998 to 1999 and presently holds the post of Vice-Chairman of the National Assembly. Other members of the party also hold influential positions, including cabinet posts. Dashnak newspapers and publications have again become available to the public. The party is now registered and it has re-established itself in Armenia as a regular and influential political force."

Armenialiberty (RFE/RL): The three pro-presidential parties making up Armenia’s new coalition government completed on Friday the division of senior leadership posts when they named four new regional governors. "The Armenian Revolutionary Federation (Dashnaktsutyun) and Orinats Yerkir parties, junior partners in the cabinet of Prime Minister Andranik Markarian, were each given two such posts. The appointments were announced at the first meeting of the reshuffled cabinet which is dominated by political allies of President Robert Kocharian and Markarian’s Republican Party (HHK).

Dashnaktsutyun members Gabriel Gyozalian and Romik Manukian will run the northwestern provinces of Aragatsotn and Shirak respectively. Both men previously served as deputy heads of the local administrations. Incidentally, Aragatsotn’s previous governor, Hrayr Karapetian, was also affiliated with the center-left nationalist party. The Dashnaktsutyun leadership has not cited any motives for his replacement. Karapetian was elected to the parliament from the party’s proportional representation list.

The eastern Gegharkunik and southern Vayots Dzor provinces will likewise be governed by Orinats Yerkir’s Stepan Barseghian and Samvel Sargsian. The latter previously headed Vayots Dzor’s tax inspectorate."

"Political allies of President Robert Kocharian promptly installed on Thursday the leadership of Armenia’s new parliament in the conspicuous absence of opposition lawmakers who boycotted its opening session in protest against irregularities that marred last month’s elections.

The deputies voted by 92 to 6 to elect the leader of the Orinats Yerkir party, Artur Baghdasarian, as speaker of the National Assembly. They also overwhelmingly appointed Tigran Torosian of the Republican Party (HHK) and Vahan Hovannisian of the Armenian Revolutionary Federation (Dashnaktsutyun) as his two deputies.

The votes became a mere formality after the three parties sealed on Wednesday an agreement to form a coalition government together with Kocharian. The distribution of the top posts in the parliament was also part of the deal."

"President Robert Kocharian and three major parties supporting him pledged Wednesday to jointly rule Armenia for the next four years as they formalized an agreement to form a coalition government and divide senior posts in the new parliament.

The deal took the form of a joint declaration signed by the leaders of the Republican Party (HHK), the Armenian Revolutionary Federation (Dashnaktsutyun) and Orinats Yerkir (Country) at a special ceremony in the presidential palace. It allows Kocharian to continue to name the ministers of defense, justice and foreign affairs in addition to his direct control of the law-enforcement bodies.

The HHK leader, Andranik Markarian, will remain prime minister. His party, the controversial winner of the May 25 elections, will retain its control over seven ministries, including those of finance, energy and industry. Markarian said all but “one or two” incumbent Republican ministers will stay on.

As was widely anticipated, Dashnaktsutyun and Orinats Yerkir will get three ministerial portfolios each. The Dashnaks, who earlier accused the Republicans of manipulating the vote results, will take over the ministries of agriculture, health and social security.

Orinats Yerkir will run the ministries of culture, education and urban development. The populist party’s biggest prize is the post of parliament speaker. It will be given to its 34-year-old leader, Artur Baghdasarian. His two deputies will be named by the two other pro-Kocharian groups.

Also, Orinats Yerkir and the HHK will each run two parliamentary committees. The two other committees will be given to Dashnaktsutyun and a parliamentary group representing non-partisan lawmakers.

“I am ready to share responsibility with you in the next four or five years,” Kocharian told his allies.

The recently reelected president also warned that a collapse of the coalition could undermine political stability in Armenia. “If the coalition works effectively we will have stability in our country,” he said. “If not, we will have problems.”

“There will be many internal and external challenges,” Markarian agreed. “We must be able to meet them jointly.”

Markarian emphasized that the HHK’s two coalition partners agreed to shoulder responsibility for the entire government, not just their ministries. This was a key condition set by the Republicans during the post-election power-sharing negotiations. They have also agreed to Dashnaktsutyun’s demand that each of the three parties be allowed to withdraw its ministers at will."
